June 1993 was the beginning of a reign of terror for residents of Frankston, Victoria. It began when 18-year-old, Elizabeth Stevens, was murdered on her way home from the bus stop. Next, young mother, Debbie Fream was abducted on a short trip to the shops. Three weeks later, Year 12 student, Natalie Russell, was brutally murdered on her way home from school.
